Homes England announces Delivery Partner Dynamic Purchasing System

On 1 September 2021, Homes England intends to introduce a Delivery Partner Dynamic Purchasing System (DPS), which is a shift in the way the agency procures house builders to increase flexibility and accessibility.

The Delivery Partner DPS will allow house builders to join the agency’s list of preferred developers whenever they choose. It will be available to public sector partners to help them procure a developer or contractor to build homes on sites they own.
The revised system is replacing Homes England’s Delivery Partner Panel (DPP3), a framework which allowed house builders and developers to join upon renewal. The renewal period only occurred once every four years. By switching from a framework to a DPS, Homes England intends to simplify access for smaller developers and new entrants to diversify the market.

Applications are being sought from house builders who produce high quality designs and incorporate a sustainable methods.
The application process will take the size of the developer into consideration. For example, SMEs bidding to deliver smaller sites will benefit from simpler entry criteria whereas the entry criteria for developers bidding to deliver larger strategic sites will require proportionately more testing.
The initial application phase for will run from 24 May 2021 to 25 June 2021. Successful applicants will become members of the DPS when it officially opens. Applications will then re-open on an ongoing basis, so new market entrants can join at any time.
[edit] Actions for developers and home builders
Developers are encouraged to monitor Homes England’s Land Hub for sites that are coming to market. They should also join the Delivery Partner DPS as and when they see sites that are of interest.
House builders will be able to tailor their membership to express interest in specific locations or types of development. This will give the agency the ability to target opportunities more effectively.
The Delivery Partner DPS will also be available to other public sector bodies, including local authorities and registered providers, to procure a house builder or contractor to build homes on their land.
